- Percentage of HIGH-persistence imperative instructions (MUST/NEVER/MANDATORY) that have architectural enforcement mechanisms (hooks, scripts, validators)
**What It Does NOT Measure**:

- Effectiveness (whether this prevents governance fade)
- Runtime success rates
