Align fr/privacy.json and de/privacy.json with the "No Analytics"
decision. Both files still contained extensive Umami Analytics
references in sections 1.2, 2, 4, and 6. Also updates the monthly
review schedule to close the analytics decision.

* Links to blog post via blogPostId
- Archive 'Letter to The Economist' from blog posts (it's the cover letter)
