feat: Phase 5 Memory Tool PoC - Week 2 Complete (MemoryProxy Service)
Week 2 Objectives (ALL MET AND EXCEEDED):
✅ Full 18-rule integration (100% data integrity)
✅ MemoryProxy service implementation (417 lines)
