Updated SCHEDULED_TASKS.md to reflect completion of Task 7: Footer
Language Persistence & Privacy Page Translations.

COMPLETED WORK:
- Created privacy page translations (en/de/fr) - all 11 sections
- Rewrote footer.js with i18n support
- Created common.json for shared translations
- Fixed translation loading bug
- Deployed and verified on production
