Small follow-on to commit ab0a6af4: update the handoff document's two
licence/URL references (L6 header + L329 footer) to match the
EUPL-1.2 + Codeberg posture established by Phases A, B, and the
For-Claude-Web bundle migration.

Two identical occurrences; same replacement. Preserves the rest of the
document verbatim (handoff narrative, session instructions, wave progress
log). Combines the licence flip with the GitHub->Codeberg vendor-policy
flip because both references sit on the same line and a split commit
would be unnatural. Broader tractatus-wide GitHub->Codeberg cleanup
remains a separate task.

Commit 5/5 — final commit in the out-of-scope hygiene + licence sweep.
